As soon as you start paying for hosting, people can visit your website domain. Most hosting companies will put up a holding page so it's not blank, but it's a great opportunity to create your own 'Coming Soon / Maintenance' page while you build out your website. This will also hide what you are doing from the rest of the world so they dont see the messy middle while you make your site your won.
